Available working spaces are a function of the programming of the editing program, not of which profiles are available on the computer. If an editing program (like Elements 7) doesn't have the ability to use a certain color space as a working space (see Dominic's comment above), then just getting the profile for that space doesn't help at all.
There seems to be some misunderstanding here. PS is then able to use the installed profile just fine because it is capable of using any profile as a working space. In my case for example I don't have prophoto by default in CS4, but I downloaded it at some point and installed it to the system profiles.
